Emergency Responder Communications Enhancement Systems (ERCES)
To ensure clear guidance on the installation and use of Emergency Responder Communication Enhancement Systems (ERCES) within Westchester County, we have prepared the attached document which provides:
- ERCES information for property owners and vendors
- Requirements for Westchester County consent to use of ERCES which operate on fireground radio frequencies licensed by the County
Key Information
- The County does not authorize or approve of in-building ERCES installation or operation on the County’s trunked or conventional radio repeater system channels.
- It is up to the authority having jurisdiction (“AHJ”) for code compliance and the primary emergency responders to determine whether there is a need for installation of an ERCES which operates on County fireground frequencies.
- If the AHJ for code compliance and the primary emergency responders conclude that there is a need for installation of an ERCES which operates on County fireground frequencies, then the approval process described in the attached must be must be followed.
- The County prefers ERCES solutions which do not utilize signal boosters, and instead utilize a base station transceiver connected only to an in-building antenna system.
- Bi-directional signal boosters (BDAs) are not permitted on County-licensed fireground frequencies.
