Independent EMS Assessment 2025

Comprehensive Independent EMS Assessment:

In 2022, following a competitive bid process, Fitch & Associates was awarded a contract to conduct an independent assessment of the EMS system in Westchester County.  This request was made as many EMS agencies in the county, state and the nation were suffering from a post COVID crisis, where agencies were struggling to respond to calls for assistance due to limited staffing, funding and unit availability.

The request of Fitch & Associates was to supply an independent assessment of the current EMS system along with providing options for improvements and long term sustainability.

This report is being shared with the dedicated individuals on the County’s EMS Advisory Board, the Westchester Regional EMS Council, and the public, in an effort to work together to enhance EMS in the county.
