Directions to the HVTMC/EOC

The Office of Emergency Management is located at the Hudson Valley Transportation Management Center (HVTMC) located at 200 Bradhurst Avenue, Hawthorne, NY 10532.

From North:

  • Take Taconic State Parkway-South to Sprain Brook Parkway-South
  • Take the Route 100 exit toward Hawthorne. 
  • Turn Left on to Bradhurst Avenue.
  • HVTMC sign and access road Chateau Hill is on right. 

From South:

  • Take Sprain Brook Parkway-North to Route 100 north-Hawthorne exit.
  • Turn right at end of the ramp (North Road).
  • Turn left at light (Bradhurst Avenue). Travel approximately .5 miles,
  • HVTMC sign and access road - Chateau Hill is on right.

From East:

  • Take Route 287 Westbound to Exit 3 (Sprain Brook Parkway-North).
  • Take Sprain Brook Parkway-North to the second exit (Route 100 north-Hawthorne).
  • Turn right at end of the ramp (North Road).
  • Turn left at light (Bradhurst Avenue).

Travel approximately .5 miles, sign and access road - Chateau Hill is on right. 

From Rockland County:

  • New York State Thruway to Route 287 Eastbound to Exit 4 (Route 100A-Hartsdale).
  • Turn left on to NY-100A/Knollwood Road, then merge onto I-287 West. 
  • Take exit 3 (Sprain Brook Parkway-North).
  • Take Sprain Brook Parkway-North to the second exit (Route 100 north-Hawthorne).
  • Turn right at end of the ramp (North Road).
  • Turn left at light (Bradhurst Avenue). 
  • Travel approximately .5 miles,
  • HVTMC sign and access road - Chateau Hill for the Center is on right.

National Incident Management System (NIMS)

While most emergency situations are handled locally, when there's a major incident help may be needed from neighboring municipalities, the county, New York State or even the federal government. The National Incident Management System (NIMS) was developed so responders from different jurisdictions and disciplines can work together better to respond to natural disasters and emergencies, including acts of terrorism. The benefits of using NIMS include a unified approach to incident management, standard command and management structures, and emphasis on preparedness, mutual aid and resource management. 

What is NIMS?
NIMS provides a set of standardized organizational structures such as the ICS, multiagency coordination systems, and public information systems, as well as requirements for processes, procedures, and systems designed to improve interoperability among jurisdictions and disciplines in various areas, including:

  • Training
  • Resource management
  • Personnel qualification and certification
  • Equipment certification
  • Communications and information management
  • Technology support
  • Continuous system improvement

About WCEM

When Disaster strikes and local capabilities are exceeded, WCEM coordinates with county departments and other supporting organizations. The County Emergency Operations Center (EOC) operates and supports Incident Response activities by:

  • Identifying and disseminating incident-related information 
  • Coordinating resources and supplies for disaster response
  • Providing Incident Command Support
  • Facilitate disaster recovery process with county departments, local municipalities, state, federal, and non-governmental partners.
  • Requests for assistance are made from the local municipality to the county, and then to the state and/or federal government as may be necessary.

Some of our day-to-day responsibilities include:

  • Lead county-wide hazard mitigation planning committee;
  • Develop preparedness and response plans and procedures for County Government; 
  • Assist local planning initiatives through plan review and guidance; 
  • Establish and foster communications with all preparedness partners;
  • Facilitate Training & Exercise Activities;
  • Manage the Westchester County Emergency Operations Center;
  • Support volunteer agencies such as the Community Organizations in Disasters (COAD), Westchester Medical Reserve Corps (MRC), and Community Emergency Response Teams (CERT).

Recent accomplishments include: 

  • Managed response to the COVID-19 Pandemic, Tropical Storm Isaias, and the remnants of Hurricane Ida;
  • Expanded stockpile of Personal Protective Equipment for emergency responders; 
  • Implemented all-hazards training and exercise activities including a disaster recovery workshop for municipal officials, active shooter and fire mutual aid functional exercises, and a full-scale exercise at Westchester County Airport.
